    South Carolina FORTIFIED Roof Grants by County

    Eleven counties qualify for SC Safe Home. Here is where the 2025 grants went, what each county offers besides, and where we place evaluators.

    Eleven counties, one statewide grant

    SC Safe Home is open to eligible homeowners in 11 counties: Beaufort, Berkeley, Charleston, Colleton, Dorchester, Florence, Georgetown, Horry, Jasper, Marion and Williamsburg. The grant amounts are the same in every county — up to $7,500 non-matching or $6,000 matching for a roof that earns a FORTIFIED Roof designation. A beachfront address does not raise the award, and a county with few past grants is still fully eligible.

    These are grants already awarded in 2025, not money available now.

    Horry County — Myrtle Beach, Conway and the Grand Strand

    Horry County led the state in 2025. Primary homes in Myrtle Beach, North Myrtle Beach, Conway, Surfside Beach, Little River, Loris and the rest of the county can apply in an open round. Unincorporated Horry County also has a separate, income-qualified housing rehabilitation program for existing repairs — not a FORTIFIED grant, and the county warns of a two-to-three-year waitlist.

    Charleston County — Charleston, Mount Pleasant and the islands

    Homeowners in Charleston, North Charleston, Mount Pleasant, James Island, Johns Island, Folly Beach, Isle of Palms, Kiawah and Seabrook can use SC Safe Home for eligible detached homes. The City of Charleston runs a separate, partly repayable roof replacement program for income-qualified homeowners.

    Berkeley County — Goose Creek, Hanahan and Moncks Corner

    Berkeley's eligibility is county-wide, which is broader than the SC Wind Pool: Berkeley is not in the Wind Pool's territory at all. Homeowners needing repairs rather than fortification can contact an SC Housing-approved sponsor for Berkeley County.

    Dorchester County — Summerville, St. George and Ridgeville

    Summerville crosses three county lines, so check which county your parcel is in before you apply. Dorchester is eligible for SC Safe Home but, like Berkeley, outside the Wind Pool's territory.

    Georgetown County — Georgetown, Pawleys Island and Murrells Inlet

    Georgetown, Pawleys Island, Murrells Inlet, Litchfield and DeBordieu homes are eligible in an open round. Hurricane Ian came ashore near Georgetown in 2022 — a reminder of why deck attachment, sealed decks and edge details matter here.

    Beaufort County — Beaufort, Bluffton and Hilton Head Island

    Beaufort, Port Royal, Bluffton, Hilton Head Island, Lady's Island and St. Helena homeowners have three separate paths: SC Safe Home for prevention; SC Housing's HPI for essential repairs; and the City of Beaufort Home Repair Program inside city limits, whose next round is expected in fall 2026.

    Jasper and Colleton counties — Ridgeland, Hardeeville and Walterboro

    Few grants have gone to Jasper and Colleton, but both are fully eligible. Homes in Ridgeland, Hardeeville, Walterboro, Edisto Beach and Cottageville should watch for the next round. Households facing urgent repairs can also check USDA Section 504 rural repair help.

    Florence, Marion and Williamsburg counties

    These three inland counties are on SCDOI's eligible list even though they are not coastal. Homeowners in Florence, Lake City, Marion, Mullins, Kingstree and Hemingway can apply in an open round. They sit outside our coastal service area; the IBHS provider directory lists FORTIFIED evaluators statewide.

    A county is only the first test

    In every county, SC Safe Home also requires an owner-occupied single-family primary home, adequate insurance, no prior grant, acceptable damage history, an application during an open round and the program's inspection and approval sequence.
